Shoe Covers vs Boot Covers in Food Plants: Which to Use
1 October 2026 · 2 min read · Disponord
Shoe covers and boot covers are not interchangeable. How they differ, where each belongs in a food plant, and what to issue to visitors and contractors.

Key takeaways
- Shoe covers protect the shoe; boot covers extend higher up the leg and suit wetter areas.
- Non-woven shoe covers suit dry areas and visitors, while PE shoe covers and PE boot covers suit wet zones.
- Disposable footwear covers supplement a plant's own footwear rules — they do not replace dedicated boots where those are required.
Footwear is one of the main routes by which contamination enters a food plant. Floors carry dirt, water and residue between zones, and a single visit by someone in street shoes can undo a lot of careful hygiene work. Disposable shoe covers and boot covers are the usual solution for visitors, contractors and short-duration access, but the two are not interchangeable. This guide explains how they differ, where each belongs, and how to decide which to issue.
What shoe covers do
A shoe cover is a low, elasticated cover that goes over the shoe. It is quick to fit and cheap, which makes it the standard for visitor and short-duration access. There are two materials. Non-woven shoe covers are made from 20 GSM fabric and are breathable and suitable for dry areas. PE shoe covers are waterproof, made in 9 micron as standard and 18 micron as an option, and suit areas where floors are wet.
What boot covers do
A boot cover extends higher up the leg and is made from heavier polyethylene. Our disposable boot covers are 80 micron PE. The extra height and thickness make them suitable for wet areas where water on the floor would otherwise soak through a shoe cover, such as meat, poultry and seafood processing. They are the better choice when someone has to walk through a washed floor, not just cross a dry one.
Which to issue where
- Dry areas and packing halls — non-woven shoe covers
- General production areas with occasional wet floors — PE shoe covers
- Wet zones in meat, poultry and seafood plants — PE boot covers
- Visitors and auditors on a short route — shoe covers, upgraded to boot covers if the route crosses wet areas
- Contractors and maintenance staff working in wet zones — boot covers
What they do not replace
Disposable footwear covers are a barrier for short-duration access. For permanent staff in wet areas, most plants require dedicated washable boots with a defined cleaning routine, and covers do not replace that rule. They are best used to protect the plant from outside footwear, not to turn outside footwear into plant footwear. Frequently asked questions
- What is the difference between shoe covers and boot covers?
- Shoe covers are low and fit over the shoe, suited to visitors and dry or lightly wet areas. Boot covers are higher and heavier, suited to wet areas where a shoe cover would soak through.
- Which should visitors wear in a food plant?
- Shoe covers are enough for dry routes. If the route crosses wet areas, such as meat, poultry or seafood processing, boot covers give better protection. Always follow the plant's own visitor procedure.
